Town of Mukwonago fines resident $1,000 for hosting weddings
Owner of French gardens chastised 
for events in violation of zoning

TOWN OF MUKWONAGO - The Mukwonago Town Board decided in a special meeting Wednesday to fine a resident whose elaborate French gardens it said could not be opened to the public $1,000 plus costs for violating zoning ordinances.

Town Chairman Dave Dubey said Sherry Towns, the owner of Millennium Gardens on Highway LO, scheduled five weddings knowing what she was doing was illegal under the town’s zoning laws. Towns has repeatedly petitioned for a conditional use permit to hold events on her land, which is zoned for agricultural use.

The French gardens constitute 10 acres of her 111-acre property. She was denied each of the three times she applied for a permit by the plan commission. The last denial was also by the town board on May 22.

Dubey said town officials know of five violations and only found out after a resident requested the town take action against Towns in the form of a cease-and-desist order. John Macy, the town’s attorney, said the order would be one option the board could take, but it would be extreme.

Instead, he advised the board to order Towns be issued citations for violating the zoning laws.
