Payroll Control Systems hires operations manager

ELM GROVE — Payroll Control Systems, a leading provider of customer-centered, locally operated payroll and human resources solutions, has hired Deb Hess as operations manager for its Milwaukee-and-Minneapolis-area offices.

Hess brings nearly two decades of payroll systems management for both hourly and salaried employees, in union and non-union environments crossing international borders. She will oversee daily operations in the two PCS offices, covering payroll processing, client interaction, daily filings and onboarding of new clients.

Hess most recently served as corporate payroll manager for Safway Group Holding LLC, Waukesha, a provider of specialized access, scaffolding and construction process services for industrial and commercial markets worldwide. She led a team that processed payroll for about 15,000 active and termed employees.

“We are thrilled to add Deb to our team, as she brings an incredible breadth of experience and expertise in the payroll processing arena,” said John Washcovick, vice-president and partner in the PCS Milwaukee- area office in Elm Grove.

Hess’s responsibilities at Safway Holding Group covered workers in the U.S. and Canada in union and nonunion shops, under multiple federal employee identification numbers for both countries. She oversaw compliance with tax and regulatory requirements for all 50 U.S. states and nearly all Canadian provinces.
