Raymond was born in Lewiston, Maine, on July 17, 1926. After winning the state football championship as a junior at Lewiston High, he played his final year of ball at Wilbraham Academy (Massachusetts) and graduated from that institution in early 1944. He received an appointment to attend the U.S. Merchant Marine Academy at Kings Point from Maine Sen. Margaret Chase Smith later that year and spent his midshipman 'sea year' in late 1944 and early 1945 performing convoy duty in the Atlantic as an engine cadet on the victory ship, SS Frederick Victory.
After the war, he returned to Lewiston, briefly attended Bates College and joined the Army in 1946. Following two military tours (1946-1952) in the Pacific as an engineer, he returned home and eventually graduated from the University of Maine with a business degree in 1952. He earned an MBA from Northwestern University in 1954, married his eventual wife of 60 years, Marilyn, two years later and moved to Wisconsin in 1966.
Raymond's professional career of 40 years included stints as an industrial engineer with U.S. and Great Lakes Steel companies, the head of industrial and labor relations for American Motors' body plant in Milwaukee and the HR manager for Cutler-Hammer (later Eaton). After retiring in 1991, Raymond served on the board of the Southeast Wisconsin Area Agency on Aging and assisted at the Ozaukee County Volunteer Center. Raymond was also the proud father of twin boys and together the three pursued his favorite pastimes of hunting, fishing and camping throughout much of his life.
