They had everything pretty well figured out," said Borlen. Borlen's property runs north of the proposed route and will not be altered by the proposed route. Borlen believes the county should speak with the land owners that could be affected by the proposed route about land acquisition before the project is approved. The project is estimated to cost $23 million with no state funding.
